Dr. Fathi was born in the Rafah refugee camp in Gaza City. He was born in Gaza in 1948. He was born to a poor family where his father worked in the Sinai Desert. He grew up in a conservative family center and a religious family. His father was the only son. Lamam village.
Shakaki lost his mother when he was 15 years old to become an orphan. He studied at Bir Zeit University in the West and graduated from the Department of Mathematics. He later worked as a teacher in Jerusalem at the regular school and then at the orphanage.
In the course of his work he studied again the secondary certificate for his strong desire to study medicine, where he joined the Faculty of Medicine – Zagazig University in 1974. After graduating he worked as a doctor at Victoria Hospital in Jerusalem and later worked as a pediatrician in the Gaza Strip.
He led a bitter struggle against the occupation. He was arrested in Palestine more than once in 1983 and 1986. He was deported in August 1988 to Lebanon after the outbreak of the Intifada in Palestine and accused him of being a president. In Egypt, he was influenced by the ideology of the Muslim Brotherhood. He was influenced by the Iranian Revolution since its inception. He was the most prominent of the Palestinians who called for adopting it as a model. He wrote a book called Khomeini, the Islamic Solution and the Alternative. He was arrested in 1979 in Egypt for writing this book. Since then he has been traveling in some Arab and Islamic capitals.
The most prominent of these stations was responsible for the implementation of the operation of Beit Lid on the year 1995/1/22, which resulted in the deaths of 22 Israeli soldiers and the fall of more than 108 wounded. He was assassinated by the Israeli Mossad in the city of Sliema on the island of Malta on October 26, 1995 while returning from Libya, the land of his ancestors.
